Carmin Reiss has announced her intention to run for Moderator, and tonight, I am delighted to nominate her for this position. Carmin has the experience and the capability to serve Concord as Moderator.

Not only does she have the professional credentials as an attorney and a mediator, but she has also demonstrated her commitment to Concord while serving 6 years as an elected member of the Select Board.
For five of the years that I have known Carmin, we served on the Select Board together. Carmin’s interest in and knowledge of municipal government has been strengthened by her experience on this Board. She served as the liaison to the Town Governance Study Committee and attended the majority of the meetings and public hearings, focusing on improvements to good governance and ways to make Town Meeting more productive and more accessible to citizens.
A successful Moderator exhibits important skills.She should be well organized and committed to good government. She should be knowledgeable in Town Meeting details and dedicated to clear communication. And finally, the Moderator should be fair and impartial. The Moderator provides the framework and leadership for civil discourse at Town Meeting. As citizens, we place our trust in the Moderator to lead the legislative process and our respect for the Moderator’s performance mirrors our respect for the Town Meeting process.
Carmin is a strong advocate for our open town meeting, and she has the organization, communication, mediation and leadership skills to effectively serve as Moderator.

Carmin's Announcement of Candidacy for Moderator
I am pleased to announce that I will run for Town Moderator. I put myself forward for office after careful thought and many encouraging conversations with Concord friends and neighbors. I believe that the time is right and that I am up to the task.
Our Moderator has announced that he will not seek reelection, and encouraged new candidates to come forward, just as I approach the end of my second Select Board term. My service on the Board has been challenging and rewarding, and but for my belief in Concord’s tradition of two-term limits, I would gladly have served another term. The vacancy in the office of Moderator presents an opportunity for me to bring the accumulated experience of six years on the Select Board to the benefit of Concord in a new elected position.
I would take office as Moderator with an excellent knowledge base in Concord Town Meeting traditions. As a Select Board Member, I have been on the team that shapes the warrant and conducts the hearing process that culminates in Annual or Special Town Meeting. I have worked behind the scenes with town staff and town counsel on the language of the articles and motions, and with the Moderator on process issues. And I have had a front row seat to observe the Moderator in action, and to offer the real-time suggestions of the Select Board.
I would also bring to the office an awareness of, and sensitivity to, the varied wishes of our community for the conduct, and perhaps improvement, of Town Meeting. I was the Select Board’s liaison to the Town Governance Study Committee. Although a full examination of Town Meeting was beyond its charge, the Committee did hear public comment, investigate and deliberate on certain Town Meeting issues, and I was listening closely.
